1. Count the work — devices, circuits, and home runs
Go through the plan or the walkthrough and count every outlet, switch, light fixture, fan, and dedicated appliance circuit, plus the home runs back to the panel. Note anything that isn't a standard device — a sub-panel, a 240V circuit, low-voltage, or an EV charger — because those carry their own higher unit. The count is your estimate's backbone; miss devices here and you underbid the whole job.
- Count by device type (receptacle, switch, fixture, dedicated circuit) — each has its own labor and material unit.
- Flag dedicated and high-amperage circuits separately; they aren't standard-device units.
- Note panel work — a new service or sub-panel is a major line, not a device count.
2. Build the materials list from the counts
With the counts in hand, the materials are arithmetic. Wire scales with circuit count and run length; devices, plates, and boxes scale with the device count; breakers scale with circuits; and a panel or sub-panel is its own line. Keep a standard per-device material allowance and you can price most of the job from the tally alone, then add the big-ticket service items.

3. Price labor by rough-in and trim-out
Split labor into rough-in (running wire, setting boxes, making home runs before the walls close) and trim-out (devices, fixtures, cover plates, and testing after finish). The unit method bundles a labor allowance into each device, but verify it against the real conditions — an old house with no accessible attic or crawl runs far slower than new construction. Price service and panel work by the hour at your loaded electrician rate, because it doesn't fit a per-device unit.
4. Don't forget permits, inspection, and code
Electrical almost always needs a permit and one or more inspections, and code upgrades triggered by the work — AFCI/GFCI protection, grounding, smoke/CO interconnection — can add real cost. Put permit and inspection fees as their own line, and price any code-required upgrade explicitly so it's neither absorbed nor a surprise.
